The Russian Security Council believes that smartphones, satellite Internet systems like Starlink, email, and other technologies from Western companies are being used as a tool of destructive influence.

These provisions are included in the new edition of the Information Security Doctrine, which is being developed by the Security Council of the Russian Federation.

"The draft doctrine states that the purpose of ensuring information security is to strengthen the sovereignty of the Russian Federation in this area. At the same time, a definition of this concept is given. Sovereignty is understood as the ability of a state to independently and independently create, develop and use information infrastructure, ensure the security and stability of its functioning, manage its own information resources and use them to conduct domestic and foreign policy in accordance with its national interests," said Dmitry Gribkov, Assistant Secretary of the Security Council of the Russian Federation, at the Infoforum-2026, Roszmiya writes.

This strategic official document will become the basis for the laws and state programs of the aggressor country.

"The Security Council openly sets a course for 'information sovereignty,' which in fact means further restricting access to the global Internet and technologies that are not controlled by the Kremlin," the Center for Countering Disinformation writes .
