Ukraine allows multiple citizenship with the US, Canada, Germany, Poland and the Czech Republic
The Cabinet of Ministers has approved a list of five countries with which Ukraine is launching a multiple citizenship regime. Their citizens will be able to obtain a Ukrainian passport without renouncing their own, and Ukrainians can apply for a second passport in these countries.

This is evidenced by Government Resolution No. 1412, adopted in implementation of the law on multiple citizenship. The document establishes that the simplified procedure will apply to citizens of Canada, Germany, Poland, the USA and the Czech Republic, as well as to Ukrainians who permanently reside in these countries and want to legalize their status.
The key target audience for the decision is the multi-million Ukrainian diaspora. The government focused on countries where the largest Ukrainian communities live: in North America, these are descendants of previous waves of emigration, while in Germany, Poland, and the Czech Republic, they are mostly displaced people who left after the full-scale Russian invasion.
The law on multiple citizenship was adopted by the parliament in June 2025 and entered into force in July. The Cabinet of Ministers' resolution will come into effect on January 16, 2026, and it is from this date that citizens of the five partner states and Ukrainians living there will be able to use the new rules.
During the discussion of the bill, some lawyers and politicians criticized the idea of multiple passports, emphasizing the risks of contradictions with the Constitution. The authorities, on the other hand, insist that this is a step towards the diaspora and partners who systematically support Ukraine in the war, while citizens of aggressor states will continue to be denied access to a Ukrainian passport.
Previously, dev.ua wrote about how the government adopted a list of criteria for countries with which multiple citizenship will be introduced. This primarily concerns ethnic Ukrainians who hold passports of other countries. Now they will be able to obtain Ukrainian citizenship without having to renounce their existing one.
