Ukraine is preparing to create its own Space Forces. The initiator of the law himself informed the Public about this, and also explained his initiative. The goal is to give the Armed Forces of Ukraine the ability to counter threats from space, in particular missile strikes similar to the Russian Federation's attacks through international space.
When did the Russians attack Ukraine from space?
One of these strikes was the launch of the Oreshnik intercontinental ballistic missile over Ukraine in November and February 2025.
The document talks about the creation of satellite communications, an early warning system for missiles, as well as the development of intelligence based on the Ukrainian satellite group. The authors emphasize that similar troops are already operating in the USA, France, China, India and other countries. Technically, the creation of the Space Forces is possible: Ukraine has an autonomous ground infrastructure, experience in launching satellites and active participation in global space programs.
In particular, back in 2020, the state joined NASA's Artemis program, which aims to return humans to the Moon, establish a permanent human presence in its orbit, and subsequently land humans on Mars. Ukraine is one of 30 countries that have signed the Artemis Accords and is considered a technical partner in future projects.
What is the "Artemis Pact"?
Since 2020, Ukraine has been a member of the Artemis Accords, an international agreement initiated by NASA that defines the principles of peaceful and responsible space exploration. The document provides for transparency in research, open exchange of scientific data, protection of the space environment, and preservation of historical sites on the Moon. More than 30 states have already joined the initiative, including Canada, Japan, the United Kingdom, Poland, the Czech Republic, and Luxembourg. Participation in the Artemis Accords opens the way for Ukraine to international cooperation in the field of space technologies, including future lunar missions and navigation systems.
The first step has already been the creation of a space policy department under the Ministry of Defense. The new space policy department under the Ministry of Defense will focus on analyzing the current state of space infrastructure, preparing legislative initiatives and launching the first projects. It will also be responsible for training specialized personnel and developing the national satellite potential in the interests of defense. Special attention is paid to the introduction of space technologies into military systems.
