This was reported by the Ministry of Digital Transformation of Ukraine on its official website. The signing took place during the international conference EURODIG 2025 in Strasbourg, France. The document was signed on behalf of Ukraine by Deputy Minister of Digital Transformation for IT Development Oleksandr Bornyakov, and on behalf of the Council of Europe by Deputy Secretary General Björn Berge.
The Framework Convention is the world’s first legally binding multilateral instrument in the field of artificial intelligence. It establishes basic principles that states should follow when creating and using AI in the public sector. Key requirements include transparency of algorithms, respect for human dignity, non-discrimination, protection of privacy, reliability and technical security of systems.
The agreement will enter into force for Ukraine after ratification by the Verkhovna Rada.
The document places special emphasis on the voluntary implementation of its provisions in the private sector. Although the document does not directly regulate business, the Ministry of Digital Affairs is already preparing tools for companies to adapt to the new standards. In particular, in cooperation with the Council of Europe, the HUDERIA methodology will be implemented — it will allow assessing AI-based products for compliance with human rights and democratic principles.
According to Bornyakov, this convention is not only about ethics, but also about security. «AI will soon be in Action and Dreams, so it is important to lay the foundation for the safe use of this technology today. We are integrating into the European digital space, which is why we are taking the best practices of Europe as a basis,» the deputy minister noted.
More than 45 countries, including members of the Council of Europe, the USA, Japan, Canada, Israel and the EU, participated in the development of the convention. The Ukrainian side has also actively participated in the preparation of the document over the past three years.
The defense sector is not regulated within the framework of this convention — the restrictions apply only to the civilian application of AI.
