Ukraine improved its ranking position in the Global Startup Ecosystem Index with the best growth rate among similar ecosystems
The Ukrainian startup ecosystem has made it into the top 50 of the Global Startup Ecosystem Index for the second time in a row, even improving its position from last year. What does this year’s report by the Startup Blink research center say about Ukraine?

Last year, Ukraine ranked 46th in the Global Startup Ecosystem Index, and in 2025 it rose to 42nd place. Kyiv also improved its position (+7) in the city ranking, taking 68th place.
«Ukraine has the highest rate of ecosystem growth among among the countries ranked 41st to 50th, it is 26,22%. This explains its «an upward momentum that has climbed four positions this year,» Startup Blink noted in its report.
Ukraine has four cities in the global top 1000, but all but Kyiv have lost ground in 2025. The Ukrainian startup ecosystem continues to rise in Eastern Europe, moving up one spot to 8th, overtaking Romania. Ukraine ranks second in Eastern Europe and 17th globally in the SaaS niche.

«The Ukrainian tech ecosystem is growing and scaling at an impressive pace. With over 300,000 highly skilled professionals and thousands of technology companies, the sector has become a national priority — and the government actively supports its development… The StartupBlink report confirms that Ukraine is already a key player on the global technology map — and we are just getting started,» Oleksandr Bornyakov, Deputy Minister of Digital Transformation of Ukraine for IT Development and Head of the «Diya.City» project, commented on the Global Startup Ecosystem Index.
«Despite the difficult circumstances associated with the war, Ukraine continues to demonstrate resilience thanks to its people and innovative economy. While the timing of the restoration of physical and economic infrastructure remains uncertain, the strength of Ukraine’s startup ecosystem was impressive even before the war. It is built on a foundation of technical excellence, global ambitions and entrepreneurial determination,» says Startup Blink’s findings.

Researchers note the great success of startups with Ukrainian roots, People.ai, Grammarly, Gitlab, and Ahrefs, and believe that a key factor in these successes is the «large pool of talented developers in Ukraine» who are currently working remotely.
«One of the unique challenges for the Ukrainian startup ecosystem today is that many professionals have temporarily moved to other countries. Although «international support and mobility opportunities are vital, the long-term strength of the Ukrainian ecosystem will depend in part on the return of talented people and their continued participation in the development of the Ukrainian ecosystem,» the report authors warn.
