After the market regulation reset, the Ministry of Digital Affairs is responsible for policy, and the newly created State Agency PlayCity is responsible for implementation. It has actually been operational since the end of May 2025.
«The process that had been stagnant for years has finally started moving,» the Ministry of Digital Affairs says.
The Ministry of Digital Affairs promptly approved the regulatory framework for the creation of a COM, and PlayCity held a transparent tender for the development of the system.
The construction of the agency took a month and a half — from April to June 2025. To announce the tender, PlayCity conducted:
The IT market estimated the full implementation of the entire system at 13 months. However, due to lack of time, the state decided to divide the DSOM into two development phases.
In September 2025, a tender was held, in which Computer Information Technologies (Kitsoft), Kedrtech LLC, and Strimko Ukraine LLC participated. Kitsoft won, the second-highest bid (26 million), but the first to meet the documents.
«Our tender was checked by the state audit service. No violations were found,» PlayCity emphasized.
The first phase of the DSOM was adopted on December 19 and put into trial operation on December 31, 2025.
In January, the government adopted a resolution that designated the technical administrator of the DSOM. It will be the state-owned enterprise «Diya».
Reasons for choice:
Currently, contracting and transfer of the system to the sites of the State Enterprise «Diya» is underway. After a short testing period, it is planned to be put into commercial operation.
This is the date from which a 6-month countdown will begin, during which all gambling organizers must connect to the DSOM. This must be done by online casinos, bookmakers, and slot machine halls.
«We will go into commercial operation when the system is already capable of receiving data,» PlayCity notes.

The 2025 budget did not include funds for Stage II.
«We have two alternative sources of financing. I don’t want to spoil anything — one of them will definitely work,» says PlayCity CEO Gennady Novikov.
The estimated cost of the second stage is about UAH 45 million, but the figure will be clarified before the tender. However, another company can do the second stage — the system does not have a vendor lock.

After launch, the state should receive transparent analytics of all transactions on the market, a tool to combat shadow schemes, a complete picture of the activities of gambling organizers, and a technological basis for further regulation of the industry.
