The initiative to create the alliance was initiated by Ukraine. As noted by Natalia Tkachuk, Head of the Information and Cybersecurity Service of the NSDC of Ukraine, this is the world's first "hybrid alliance" between states, which covers protection not only in cyberspace, but also in the information environment.
"I would like to thank our friends and partners, Romania and Moldova, for your friendship, for your support. This is important not only because we have a common enemy and common friends, but also because we share common values and a common understanding that only together can we strengthen and build the cyber resilience of our region of Europe," Tkachuk emphasized.
What does the signed memorandum provide for?
The document elevates the cooperation of the three countries to the level of strategic partnership and includes:
Exchange of information on current threats and incidents.
Joint training and education for cybersecurity professionals.
Mutual assistance mechanism: in the event of a serious hybrid or cyber attack, a participating country can officially turn to allies for assistance (within the framework of each state's national legislation).
Proactive cyber defense to jointly repel enemy attacks.
Natalia Tkachuk emphasized that other partner countries can also join the initiative and become full members of the cyber alliance.
The memorandum is open for signature, and, according to organizers, a number of states have already expressed significant interest.
On the Moldovan side, the memorandum was signed by Mihai Lupaşcu, director of the Moldovan Cybersecurity Agency.
And the signatory from Romania was Dan Cimpean, director of the National Cybersecurity Directorate of Romania, who last year emphasized in an interview with dev.ua that Ukraine now has the largest cyber army in the world .
