According to DOU, the memorandum was signed during the EU-Ukraine business forum. The partnership involves the creation of separate platforms in France and Ukraine with different functions and roles.
In France, companies plan to develop and produce military UAVs. The basis for these solutions will be the experience that the Ukrainian side has gained during combat use. These are platforms for logistics, evacuation of the wounded and other tasks where unmanned ground systems are needed. Some of these developments may be transferred to Ukraine.
In Ukraine, the partners want to create a service and production base for civilian robotics. Among the areas are maintenance, operator training, and localization of individual components. This should reduce dependence on imported solutions and form their own infrastructure to support such systems.
Joint projects will also cover civilian tasks. These include demining, extinguishing fires after shelling, the work of rescue services, and the protection of critical infrastructure. That is, the companies immediately plan to apply their solutions beyond the front lines.
For Tencore, this is an opportunity to scale production and enter new markets. For Shark Robotics, it is a way to integrate practical experience of using NRCs in real combat conditions into their own products.
What is significant about this agreement is that Ukrainian developments are beginning to be integrated into European production chains not as individual products, but as technological expertise. In fact, it is about an exchange: Ukraine provides battle-tested solutions, and the European side provides access to the market, infrastructure, and scaling. This is one of the models through which Ukrainian defense tech can gain a foothold at the international level.
