Ukrainian IT paid a quarter more in taxes despite the reduction in individual entrepreneurs. The industry brought over UAH 30 billion to the budget
Ukrainian IT companies and individual entrepreneurs paid over UAH 30 billion in taxes to the budget in the first six months of 2026. This is approximately UAH 6 billion, or 25%, more than in the same period last year. Over the year, the number of IT entrepreneurs decreased by a record 21%, but tax revenues from the industry did not fall. About two-thirds of the total amount was provided by legal entities, and they accounted for most of the increase.

This is approximately UAH 6 billion, or 25%, more than in the same period last year. Over the year, the number of IT entrepreneurs decreased by a record 21%, but tax revenues from the industry did not fall. About two-thirds of the total amount was provided by legal entities, and they accounted for most of the increase.
Such data was provided by the State Tax Service to the DOU. This is happening against the background of changes in the registration of IT specialists. The change in the method of registration of IT specialists is noticeable among residents of Diya.City. According to the Ministry of Digital Affairs, out of more than 175,000 IT specialists working in resident companies, only up to 5% cooperate with them as individual entrepreneurs. The ministry also noted that some specialists may have an open individual entrepreneur, but at the same time work as an employee or under a gig contract.
The main source of income remains computer programming. Companies and individual entrepreneurs with this KVED paid about UAH 10.5 billion—almost 70% of taxes in the sample. For comparison, data processing and posting information on websites brought in about UAH 2.5 billion, and consulting on informatization issues—1.5 billion UAH.
At the same time, tax revenues from IT are growing much faster than the industry’s exports. In the first five months of 2026, exports of computer services amounted to $2.78 billion — only 3,7% more than in the same period last year.
In parallel, Diya.City is rapidly expanding. At the beginning of 2026, there were 3,399 active companies there, and in July — already over 4,500. In the first half of the year, residents paid UAH 27.9 billion in taxes to the budget — 75% more than in the same period in 2025.
