The Ukraine Loss Register has begun accepting claims for the death of close family members who died as a result of Russia’s full-scale invasion of Ukraine. Claims are being filed under category A2.1, which covers compensation for mental anguish and suffering caused by the loss of a close family member.

Parents, other spouses or civil partners, as well as children of persons who died as a result of Russia’s aggression against Ukraine since February 24, 2022, can now submit applications to the Register of Damages Caused by the Russian Federation’s Aggression against Ukraine.
Other family members may also apply if they demonstrate a legitimate interest by providing evidence of a close relationship and elements of dependency with the family member, as defined in the Application Form and Rules for Category A2.1.
«The opening of the application process in this category was postponed due to a cyberattack on Ukrainian state registers last December. Although the Register’s systems were not affected, this attack made it difficult for applicants to access information contained in the relevant state registers or databases and which is necessary for submitting applications to the Register. The Register plans to resume submission of applications under category A3.1 — damage or destruction of residential real estate — as soon as the relevant state registers resume their work in full. At the same time, preparations are continuing to open the application process in other categories of applications,» the Register said in a statement.
Category A2.1 — This is the second category of claims open for submission to the Register. The first category (A3.1) concerns damage to or destruction of residential real estate.
The new category of claims concerns the applicant’s mental anguish and suffering caused by the death of a close family member. Applicants must provide information about themselves, the identity of the deceased family member, their relationship with the deceased family member, and the event that caused the death. A significant amount of information and evidence will be automatically taken from various existing Ukrainian registers for further use by applicants when completing and submitting their claims in «Diia».
Evidence of material losses caused by the death of a close family member, such as loss of income or support, is not required to apply under this category. Claims for this type of loss, damage or harm may be considered under other categories that will be open for applications in the future.
Applications to the Register are submitted through the web portal «Diia». In the section «Reparations: International Register of Damages» by selecting category A2.1. There are already links to all the necessary forms, rules and instructions, which can also be found on the Register website.
«In the near future, we will also resume submitting applications for compensation for destroyed housing in category A3.1, and later we will launch other categories that we are preparing,» said Markiyan Klyuchkovsky, Executive Director of the Register.
