"Attempt to interfere with the independence of corporate governance": Ukrposhta will appeal the 250,000 UAH fine from the NBU in court
On March 17, 2026, the National Bank of Ukraine (NBU) announced the imposition of a fine of UAH 255,000 on JSC Ukrposhta for failure to submit information/documents within the established deadlines. The national postal operator has already paid the fine, but will appeal it in court. Ihor Smilyansky, CEO of Ukrposhta, speaks of “pressure on the company, another attempt to block the creation of Ukrposhta Bank.”
On March 17, 2026, the National Bank of Ukraine (NBU) announced the imposition of a fine of UAH 255,000 on JSC Ukrposhta for failure to submit information/documents within the established deadlines. The national postal operator has already paid the fine, but will appeal it in court. Ukrposhta reported that it categorically disagrees with the grounds for the fine and will appeal the regulator's decision in court.
"In the case of JSC Ukrposhta, the regulator imposed a fine for failure to comply with an obviously illegal requirement, since it provided for the provision of information and documents that do not relate to the scope of the NBU's activities and fall within the competence of the shareholder of JSC Ukrposhta - the Ministry of Community and Territorial Development of Ukraine. In particular, we are talking about conference discussions on the format and ways of providing postal services during a full-scale invasion," the official statement of Ukrposhta says .
The company believes that this is an attempt to establish control over the independent supervisory board of Ukrposhta.
"The NBU's position ignores the fact that Ukrposhta is primarily a national postal operator, and the activity of transferring funds based on the NBU license is an additional, not the main type of activity for the company," the national operator added.
Therefore, the company views this situation not as a technical dispute over documents, but as a fundamental attempt to interfere with the independence of corporate governance in Ukraine.
"This approach is unacceptable and represents a dangerous extension of the regulatory mandate into the area of corporate governance. It also sets a dangerous precedent for all companies that have independent corporate governance bodies."
Ukrposhta CEO Ihor Smilyansky shared his own position on the fine: "In short, this is pressure on the company, another attempt to block the creation of Ukrposhta Bank and a violation of the basic principles of corporate governance."
According to the head of Ukrposhta, the NBU demanded to provide the agenda and minutes of the supervisory boards.
"And when Ukrposhta, on the basis of the law, refused to do this because it violates the principles of corporate governance, the NBU imposed a fine of 250 thousand hryvnias on Ukrposhta to send a signal to everyone. And also to say that Ukrposhta cannot be given a bank because "look at what lawbreakers they are", "their business reputation does not meet the high requirements of the owners of Ukrainian banks", etc. Checkmate."
