The government has merged "Army+" and "Reserve+" into a single web portal: what does this mean?
The applications «Army+» and «Reserve+» will now become part of the structure of a single web portal of electronic public services in the field of national security and defense. The Cabinet of Ministers approved the relevant changes. What else has changed?
The applications «Army+» and «Reserve+» will now become part of the structure of a single web portal of electronic public services in the field of national security and defense. The Cabinet of Ministers approved the relevant changes. What else has changed?
With these changes, the government has opened up information about the regulatory regulation of the mobile application «Reserve+» to public access. According to «Sudovo-Yurydychna Gazeta», previously this information was regulated by a resolution marked «for official use».
It is important that with this resolution, the Cabinet of Ministers identified the registers and databases with which the web portal of national security and defense carries out electronic information interaction. That is, automatic data exchange.
Thus, electronic information interaction in real time is carried out between the following electronic information resources:
Unified state register of conscripts, military conscripts and reservists;
State Register of Civil Status Acts of Citizens;
Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations;
Unified State Register of War Veterans;
State Register of Individual Taxpayers;
Electronic health care system;
Unified state web portal of electronic services;
information system listing territories where hostilities are (were) being conducted or temporarily occupied by the Russian Federation;
Unified state electronic database on education;
Unified information and analytical system of the State Employment Service;
Unified information system of the social sphere;
other electronic information resources with which there is a need to exchange data (information), determined by the Portal owner in accordance with the law.
The changes establish that the electronic account of a conscript, military conscript, or reservist functions in the form of a personalized web page and/or mobile application «Reserve+» and is intended for providing and receiving information about the personal and service data of the subject of receiving services, clarifying account data, submitting an application (application, request) and other documents for registration in the electronic queue system, as well as receiving other electronic public services in the field of national security and defense.
A separate category of citizens as subjects of receiving services in the electronic account of a conscript, conscript, or reservist are citizens of Ukraine aged 16 to 65, in particular, those who are excluded from military registration in accordance with paragraphs 3 and 4 of part six of Article 37 of the Law «On Military Duty and Military Service», except for military personnel, pre-conscripts, conscripts, conscripts, and reservists, provided that they undergo electronic identification and authentication.
The subjects of the electronic account of a conscript, military conscript, or reservist are:
Subjects receiving services of the electronic cabinet of a conscript, conscript and reservist:
pre-conscripts;
conscripts, military conscripts, reservists; a separate category of citizens of Ukraine;
subjects of consideration of appeals;
administrator of the electronic account of a conscript, conscript, or reservist;
responsible coordinator of work to ensure the functioning of the Portal component (administrator, technical administrator).
The electronic account of a conscript, conscript, or reservist may have the following additional functionalities:
formation and display (if available) of an extract from the information contained in the Unified State Register of Conscripts, Military Obligors and Reservists, a military registration document in electronic form in accordance with the Procedure for Registration (Creation) and Issuance of a Military Registration Document, approved by the Cabinet of Ministers Resolution No. 559 of May 16, 2024
searching for vacancies in the defense forces;
other functionalities necessary to perform the tasks of the electronic account of a conscript, military conscript, or reservist.
The provision of an electronic public service in the field of national security and defense «Clarification of account data contained in the Unified State Register of Conscripts, Military Conscripts and Reservists» has the following features:
To clarify accounting (personal and service) data, the subject of receiving services enters the relevant data using the electronic cabinet of the conscript, conscript, or reservist, namely:
place of residence and location; telephone number; email address (if available);
the specified data together with information on the surname, first name and patronymic (if available), date of birth, registration number of the taxpayer’s registration card or series (if available) and passport number of a citizen of Ukraine (for individuals who, due to their religious beliefs, refuse to accept the registration number of the taxpayer’s registration card and have notified the relevant regulatory body about this and have a mark in their passport) are transferred to the Unified State Register of Conscripts, Military Conscripts and Reservists through the electronic account of the conscript, military conscript, reservist;
the verification of account data is terminated by means of the electronic account of the conscript, conscript, or reservist if the provided data has not passed arithmetic and/or format-logical control;
the subject of receiving services through the electronic cabinet of a conscript, military conscript, or reservist, based on the results of clarifying the account data, receives information from the Unified State Register of Conscripts, Military Conscripts, and Reservists and/or a military registration document in electronic form in accordance with the Procedure for Registration (Creation) and Issuance of a Military Registration Document for Conscripts, Military Conscripts, and Reservists, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 559 of May 16, 2024;
The information obtained from the Unified State Register of Conscripts, Military Conscripts and Reservists (if available) based on the results of data clarification is:
last name; first name (all first names); patronymic (if any);
date of birth;
taxpayer registration card registration number;
a separate entry number in the Unified State Register of conscripts, military conscripts and reservists;
information about the results of medical examinations conducted to determine fitness for military service;
information about the right to deferment from military service during mobilization;
military rank;
military accounting specialties;
unique record number in the Unified State Demographic Register;
information about military service; information about military registration;
information about being held administratively liable for committing an administrative offense provided for in Articles 210, 210-1 of the Code of Administrative Offenses (date, number, summary of the protocol and/or resolution on the administrative offense);
date and time of formation;
information about the results of the medical examination (military medical examination) (if available);
information about sending a summons.
Corresponding amendments were made by the Cabinet of Ministers' Resolution No. 1010 of August 20, 2025 to the Government Resolution No. 879 of July 30, 2024 «Some Issues of the State Web Portal of Electronic Public Services in the Field of National Security and Defense «Army+».
