These are employees of enterprises, institutions, and organizations that are determined to be critically important for the functioning of the economy and ensuring the livelihoods of the population.
The Cabinet of Ministers approved the program of activities by Resolution No. 1028 of August 17, 2026. On the same day, the document was registered in the Verkhovna Rada under No. 15521. The program defines 12 strategic goals of the government’s work.
The issue of reservation was included in the block of tasks of the Ministry of Economy and Environment within the operational objective «Ensuring anti-crisis resilience and supporting the wartime economy.»
In the document, the government set the task of «improving and ensuring the uninterrupted functioning of the reservation system for military personnel.» It is designed for the entire period of martial law.
It is not yet known what exactly will be changed. The program of activities does not establish new criteria for obtaining the status of a critical enterprise, quotas or reservation limits, salary requirements, reservation terms, or new grounds for canceling the deferral.
That is, the mere fact of the appearance of this item in the Program does not mean that the booking rules have already changed. For now, the government has only identified improving the system as one of the areas of its work.
Specific changes, if adopted, should appear in separate regulatory acts. The Program, in particular, provides for further development of draft legislative acts, and specific measures and deadlines should be determined in the government’s priority action plans.
The government is considering the issue of reservations in the same block as other measures to support the wartime economy — in particular, preparations for winter, insurance against war risks, and adaptation of business support programs.
