The government supported a resolution on regulating cloud services, which allows state registers to be left in data centers abroad after the end of the war

Deputy Prime Minister and Minister of Digital Transformation of Ukraine Mykhailo Fedorov reported that the government has adopted a resolution developed by the Ministry of Digital Affairs, which defines clear rules for the use of cloud services for state bodies.

Deputy Prime Minister and Minister of Digital Transformation of Ukraine Mykhailo Fedorov reported that the government has adopted a resolution developed by the Ministry of Digital Affairs, which defines clear rules for the use of cloud services for state bodies.

On the eve of the full-scale Russian invasion of Ukraine in February 2022, the Verkhovna Rada adopted Bill #2655 on Cloud Services. It defines the legal relations that arise when providing cloud services in Ukraine and establishes a framework for the use of cloud services by government agencies.

«The first Law „On Cloud Services“ was adopted a week before the start of a full-scale war. It allowed for the transfer of registries abroad and the storage of data in the clouds. At that time, we understood that the first target of the Russians would be information systems, because the enemy is also waging war in cyberspace», — Fedorov wrote.

According to him, more than 100 state registries and other information systems have now been transferred to the cloud. The new resolution allows data to be left abroad in the cloud and not transferred to Ukraine after the war ends.

The Ministry of Digital Affairs noted that this resolution will:

  • an electronic catalog of cloud providers for government agencies has been created;
  • clear data protection requirements and standards have been established for providers;
  • Procurement through electronic catalogs has been streamlined;
  • A standard contract has been introduced — «single rules of the game for everyone, which will simplify cooperation between the state and IT companies».

«There are many important projects in the works — we will focus on developing a cybersecurity strategy and a national cloud model together with global technology companies», — the Ministry of Digital Affairs noted.

According to Fedorov, this is an significant step that allows Ukraine to become a confident player in the international market. «Regulation is a green light for international providers to enter the Ukrainian market», — he added.
