Defense enterprises that have the status of residents of Defence City, as well as developers of critical military technologies, can now lease state and municipal property under simplified terms and without auctions. The main goal of the innovations is to help the domestic defense-industrial complex quickly expand and scale production capacities, the Ministry of Defense reports .
The right to lease property without an auction was granted to manufacturers of unmanned systems, electronic warfare (EW) equipment, and passive countermeasure systems for technical intelligence.
The new rules cover not only state-owned but also municipal property. Local authorities are recommended to set the rent at 8% of the assessed value of the property per year.
To obtain the right to preferential rent without an auction, an enterprise only needs to meet at least one of four criteria:
have the status of a critically important enterprise;
be included in the register of executors of public contracts;
meet specified production criteria;
have the status of a resident of Defence City.
