Svyrydenko's government has introduced a bill to the Rada that would force OLX, Prom, and other digital platforms to report to the Tax Service the income of "accountable sellers." It is already under consideration by the committee.

The draft law submitted by the Cabinet of Ministers and signed by Prime Minister Yulia Svyrydenko was registered in the parliament on September 9, and today, September 11, it has already been submitted for consideration to the relevant committee.
As stated in the explanatory note to the bill, digital platforms (such as OLX, Prom, Rozetka and many others — Ed.) are required to submit reports on the income of «accountable sellers» to the State Tax Service every year by January 31.
At the same time, the activities subject to such control, according to the draft law, include:
leasing of real estate;
personal services;
sale of goods;
rental of vehicles, etc.
These rules will apply to both non-resident sellers and sellers who are residents of Ukraine.
At the same time, in order to stimulate the removal of income from the shadows, the draft law proposes to grant the right to «individuals — accountable sellers of digital platforms» a preferential taxation regime.
«The concept of taxation of income of such individuals provides for setting a tax rate of 5% for such income and assigning the duties of a tax agent to accountable platform operators,» the explanatory note states.
The draft law also establishes that if an individual — a accountable seller — has made no more than three sales of goods through the platform during a calendar year for a total amount not exceeding the equivalent of 2,000 euros, he has the right not to open a separate current account in a bank for reporting activities, but to use existing current accounts opened for his own needs.
It became known at the beginning of this year that the government is preparing a bill on taxation of income from digital platforms, which could attract about UAH 10 billion to the budget.
