Companies that are members of the European Business Association have stated that the eExcise system is not yet ready for full functional testing. They have warned that any disruptions to the system once it is launched will cause serious losses to the state budget.

The launch of the eExcise system (an electronic system for the traceability of alcohol and tobacco products) is scheduled for November 1. However, the EVA is concerned that the system has not yet entered the stabilization phase and is not ready for full-fledged functional testing. It is noted that six months before the launch of eExcise, it is still being constantly refined, which prevents businesses from preparing for implementation.

«Business warns: in the event of system failures or shutdowns after launch, each day of e-Excise downtime can lead to state budget losses of about UAH 500 million,» the EBA noted during the expert discussion «E-Excise: System and Market Readiness».

In 2025, representatives of Ukrainian business, in particular the Ukrtyutyun association, announced possible daily losses of over 400 million hryvnias to the state budget due to the launch of the electronic system «eExcise». They noted that it was not ready for full testing.

In December, the parliament decided to extend the testing period of the electronic system «eExcise» and postponed its full launch.

«Testing will take place until October 12, 2026. And from November 1, 2026, e-Excise will become mandatory for everyone,» said the then head of the Ministry of Digital Affairs, Mykhailo Fedorov.

The EVA noted that they fully support the implementation of «eExcise» and are constantly involved in testing the system, providing feedback to developers. However, the companies believe that the system still has «several critical technical and regulatory issues» that may prevent it from being fully launched on November 1.

Business representatives stated that the promised fixing of technical documentation from January 1 has not yet been fulfilled and they continue to receive new releases and changes, which prevents stable testing.

The EVA also complained about the lack of such functionality:

  • Incomplete integration of the Unified Register of Storage Locations.
    Not all storage locations are displayed in the system, and some records do not contain structured addresses.
  • There is no complete register of production equipment.
    To generate an electronic excise stamp, the system must reflect the manufacturer’s registered production equipment.

«Critical offline application not ready. The law allows for up to 72 hours of operation in the event of a system failure, but the technical documentation for the offline solution was provided only at the end of February and not in full. Mobile versions are still not ready for use, and installation is currently impossible,» business representatives say.

They emphasized that for the system to launch on November 1, eExcise must be completed, stable, and fully tested.
