The National Commission for the Regulation of Electronic Communications (NCEC) has issued a decision to restrict access to 198 websites that organize, conduct or provide access to gambling without a license. Among these resources is Polymarket, a crypto prediction platform where users place bets on the outcome of real events.

This decision of the National Commission for the Development of the Economy, adopted on December 10, 2025, was the result of another decision - the PlayCity state agency dated November 27.
According to the document, providers of electronic communication information services are obliged to restrict access to all specified websites.
Due to the lack of an appropriate license that allows providing services in Ukraine, the Polymarket forecasting platform was included in the list.
Polymarket is a Manhattan-based predictions marketplace launched in 2020 by Shane Coplan. It accepts bets on a variety of events, from political races to economic indicators to even weather conditions. Participants can deposit USDC cryptocurrency through the platform and Polygon blockchain network and trade stocks that correspond to the probability of certain future outcomes.
On Polymarket, bets are placed not between the service and the user, but between the players themselves. And the probability of an event is determined not by the bookmaker's analysts, but by the price at which users are willing to buy or sell a stock.
