Ukraine introduces two levels of air alerts — yellow and red: what will change for civilians and businesses
Ukraine is updating its air alert system in response to changes in Russian strike tactics, including the widespread use of drones. The government, together with the military command, is introducing two threat levels — yellow and red — and is also changing the algorithms for transportation and business operations.

This was reported by the Prime Minister of Ukraine, Serhiy Koretsky. The main goal is to give people and businesses more predictability and ensure the functioning of the economy without loss of security.
Two alarm levels and new sound signals
Threat criteria will be determined weekly by the General Staff, the Air Force of the Armed Forces of Ukraine, the Ministry of Defense, the Ministry of Internal Affairs, and the State Emergency Service. The basic levels will be defined as follows:
yellow level - will be announced during an enemy UAV raid.
red level - will be activated in the event of a missile threat, a threat of the use of ballistic weapons, or during massive combined attacks.
The siren signals will also change according to the threat level. In addition, a clearer geographical differentiation is being introduced: the alarm will be announced directly in those districts or regions where there is an objective danger.
The government, together with local authorities, is developing new criteria that will allow state structures and private businesses to continue operating during the yellow (drone) threat level. To this end, standards for shelter placement will be updated, and financial support will be provided for entrepreneurs to promptly install modular protective structures.
Changes in Kyiv
Metro: During the yellow threat level, the Syretsko-Pechersk (green) metro line will operate fully.
Ground transport: the number of ground transport in the capital will be significantly increased, which will duplicate the section of the red metro line between the "Lisova" and "Dnipro" stations during its stop.
Curfew: Kyiv will reduce the length of the curfew. Other cities are also recommended to review its limits for the convenience of residents and businesses.
Education, medicine and audit
The rules for the operation of educational institutions (schools and kindergartens) remain unchanged for now. At the same time, the Cabinet of Ministers will provide additional funding for medical institutions to maintain the continuity of medical services.
The new response system will be subject to weekly audits and adjustments with the participation of the government, military, local authorities, and business representatives.
