A tool for checking internet speed has been launched in Ukraine: how does QoS Tool – Speedtest work?

NCEC launches a tool for checking the speed of your Internet connection — QoS Tool — Speedtest. This service was developed in partnership with Ookla to provide consumers with a convenient mechanism for measuring key parameters of the quality of Internet services, as well as collecting real data for further analysis and study of the user experience.

What parameters can be measured?

Download (DL) — data download speed (the amount of data transferred per second, expressed in megabits per second — Mbps).
Upload (UL) — data transfer rate (the speed at which information is sent from the user to the server, expressed in Mbps).
Ping (latency) — the time required to transmit a request.

How to use QoS Tool — Speedtest?

To use the QoS Tool — Speedtest service, you need to click the «Start» button. In a few seconds you will receive accurate data about the speed of your current Internet connection.

«If the results obtained do not meet the stated terms of the tariff plan and contract, we recommend contacting your service provider. You can accumulate and analyze the test results, as well as send them to the telecommunications operator for review. The National Commission for State Regulation of Electronic Communications, Radio Frequency Spectrum and Postal Services (NCEC) will analyze the data obtained to improve regulatory regulation in the field of electronic communications,» explains the National Commission for State Regulation of Electronic Communications, Radio Frequency Spectrum and Postal Services (NCEC).

NCEC names the following advantages of using QoS Tool — Speedtest:

Direct data collection by NCEC — the results of measurements performed using this tool will be automatically transmitted to NKEC for analysis of the quality of Internet access services.
Improving state monitoring — the data obtained will become part of the mechanism for assessing real indicators of Internet connection quality, which will be taken into account when making regulatory decisions.
Licensed solution for the regulator — this tool is developed exclusively for NCEC, which guarantees its reliability and compliance with regulatory standards.
High measurement accuracy — thanks to Ookla’s technological solutions, test results are objective and not subject to external influence from service providers.
Improving the quality of services — operators and providers, receiving test results from their consumers, will have the opportunity to analyze them and take measures to improve the service.
