According to Forbes, the Defense Procurement Agency has concluded state contracts for the purchase of electronic warfare/electronic warfare systems worth UAH 8.5 billion in 2024, and UAH 8.7 billion in the first half of 2025. In general, the publication claims that since the beginning of the full-scale invasion, the number of electronic warfare/electronic warfare manufacturers has increased by 40% and now amounts to over 300 manufacturers.
However, only 17 companies received direct government orders from the AOZ this year. By comparison, the AOZ has signed contracts with 50 drone manufacturers. Market leader Kvertus reported that government orders accounted for 70% of the company's shipments.
Unwave founder Yuriy Shelmuk says that his company has two lawyers working on each government contract and a team of 150 employees. In his opinion, manufacturers with a staff of 10 people cannot afford to enter into contracts with AOZ due to lack of resources. According to Shelmuk, R&D of an electronic warfare system can cost $1 million.
However, the government has already simplified the procedure for transferring UAVs and electronic warfare equipment to the front, allowing drones and electronic warfare equipment to be received without the participation of a state customer. Now a quality certificate is enough.
