The corresponding bill No. 15541 has already been registered in the Verkhovna Rada. The deputy wrote about the initiative again on August 24 in Threads.
«There will be a NEW reason for a DEFERRAL. The birth of a child SHOULD be a reason for a deferral for a year. And we will achieve this,» said Goncharenko.
Bill No. 15541 provides for amendments to Article 23 of the Law of Ukraine «On Mobilization Training and Mobilization.»
The author proposes to add to the list of persons who are not subject to conscription during mobilization, military conscripts who have a child under the age of one. Thus, this is not a general deferment for all parents, but a separate ground that will be valid during the first 12 months of the child’s life.
According to the author, this should give parents the opportunity to stay with their family during the most difficult period after the birth of a child. Honcharenko also links the initiative to the demographic situation in Ukraine and the need to support families with newborns. «Today, on Independence Day, we should think about the FUTURE of our country. And our future is CHILDREN,» the deputy wrote.
This is specifically about the first year of a child’s life. After the child turns one year old, the proposed basis for the postponement will cease to apply.
Goncharenko separately emphasized this in his post: «For the haters, I’ll repeat it again: this is about a postponement only for the child’s FIRST year. This is the most difficult period.»
Honcharenko called on his colleagues to support the bill in the next session week.
