From September 1, the rules for granting deferrals from mobilization for students, postgraduates, and other education seekers are changing in Ukraine.
According to Government Resolution No. 978 of July 29, 2026, the validity of the document is now limited to one semester (no more than six months), and the main source of confirmation of status is the Unified State Electronic Database on Education (UEDEBO).
To avoid problems with the CCC and the SP in the new academic year, students are recommended to check in advance the relevance of their data in military registration documents and the EDEBO.
Key changes and requirements for education seekers:
the deferment will be granted strictly for the semester - a maximum of 6 months;
The right to deferment is reserved exclusively for those who study full-time or dual-study;
the level of education being acquired must necessarily be higher than previously obtained;
The information will be verified through the interaction of electronic registers. If the system detects a loss of grounds (for example, deduction or transition to part-time study), the deferral will be canceled within 7 days.
In the event of a change in the grounds for deferment, the student has the right to submit a corresponding application to the CCC and the SP. While it is being considered by the commission, the current deferment remains in force.
In addition, during the period of validity of the granted deferment, students are not sent to undergo a military medical examination (MME). The only exceptions are cases when the student expresses a personal desire to undergo a medical examination or concludes a contract for service in the Armed Forces of Ukraine.
