According to the press service of the Ministry of Reconstruction, Infrastructure and Transport, the system will operate on the basis of the corresponding certificate registry.
«Certification is a procedure for confirming that the design of a vehicle or its equipment meets the established technical requirements. It is carried out before the first state registration of a vehicle, as well as after re-equipment (change in design, purpose, installation of gas cylinder equipment),» the ministry explained.
They recalled that until now, a significant part of this procedure existed on paper, and certificates were issued as physical documents that had to be transferred between participants in the process and provided, in particular, during the first state registration of the car.
«At the same time, there was no single electronic system in which state bodies could quickly check information about the issued document — whether it was a forgery and whether it was actually issued by a specific body,» the relevant ministry added.
It is precisely to digitalize this process that the Ministry of Development and Trade, together with Ukrtransbezpeka, created the Register of Certificates of Wheeled Vehicles, which will combine information about certificates in one system and provide access to it to manufacturers, certification bodies, and state agencies.
«We are digitizing a procedure that has actually remained paper-based for years. The register makes it possible to see all the necessary information in one system and check it without paper documents. This is easier for the car owner, faster for state bodies, and significantly reduces the possibilities for forging certificates and other abuses,» commented First Deputy Minister Serhiy Derkach.
The registry is currently in trial operation mode, and 33 vehicle manufacturers and 20 certification bodies have already joined the testing.
At the same time, by August 31, Ukrtransbezpeka must complete the entry of all valid previously issued certificates into the Register.
It is worth noting that from September 27, when the new technical regulations come into force, certificates will be issued exclusively in electronic form. Previously issued paper certificates will remain valid.
The ministry also added that as a separate step within the framework of European integration, Ukraine should move from certification of imported used cars to mandatory technical inspection before their first state registration in Ukraine.
