Telecommunications company Vodafone Ukraine may block spam calls as unproductive calls from October 2, 2025. We received this information in a comment from the company itself.

«The rules (provision of telecommunications services in the new edition — Ed.) do provide for the possibility of blocking spam and unproductive traffic, that is, calls that are not ordered by the subscriber. Such calls can be blocked on the basis of relevant acts, subscriber complaints, and other evidence of their malicious intent provided for by law,» the message says.

What calls can be considered unproductive?
  1. Do not complete the establishment of two-way voice communications within seven calendar days;
  2. the duration of outgoing calls from one number over seven calendar days is either absent or averages less than 60 seconds;
  3. 50 percent or more of calls from the same number over seven calendar days are directed to different end-user numbers (or network identifiers);
  4. inability to make a callback, which ends with a connection to the number from which calls are made to one or more numbers (or network identifiers) of end users;
  5. are carried out using automatic «dial-up» systems;
  6. the presence of more than 0.05 percent of complaints from the total number of outgoing calls from one number, from which calls are made to one or more numbers (or network identifiers) of end users, from subscribers who receive such calls from this number, within seven calendar days;
  7. the number of incoming calls that do not end with the establishment of two-way voice communications or have zero duration to a number from which calls are made to one or more numbers (or network identifiers) of end users is less than 5 percent of the total number of calls (incoming and outgoing) made from this number and received by this number in seven calendar days;
  8. a number from which calls are made to one or more numbers (or network identifiers) of end users, used exclusively for making voice calls without using other electronic communication services (text messages, data transmission), with the exception of fixed line numbers.

As Vodafone Ukraine emphasizes, commercial calls will not be blocked if the partner operator of the customer of such calls proves that they are made on the basis of relevant contracts, that the consent of the recipients of such calls has been obtained by the customer, and the calls themselves are productive.
