Fedorov told whether it is possible to hold elections in "Diya" and whether Ukraine will create its own state messenger

First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov commented on the possibility of online voting on the Diya service in potential presidential elections in Ukraine. He also discussed whether a state messenger like Russia’s Max is needed.

Fedorov announced this during a live broadcast on the TikTok social network.

Earlier, Ukrainian President Volodymyr Zelenskyy said that he supports the idea that Ukrainians, especially abroad, could vote through Diia or other electronic means.

«I have always supported and raised the issue since the beginning of Covid regarding legislative changes so that people can vote online. So far, we have not found a consensus with parliamentarians», — Zelenskyy said.

The head of the Ministry of Digital Transformation stated that work on the voting functionality in Diia is currently not underway. According to him, this should be preceded by the creation of an appropriate legislative framework.

Mykhailo Fedorov also answered the question of whether Ukraine is working on a state messenger. In his opinion, the state should not create such an application, and this is the prerogative of private companies. However, the Minister of Digital Transformation supported the idea of ​​creating a secure messenger from a Ukrainian non-state company.

Recall that previously in Russia, the Max messenger was created, developed by the Russian company VK at the request of the Ministry of Digital Transformation of the Russian Federation. It was made mandatory for pre-installation on all mobile phones and tablets purchased in the country from September 1, 2025.

The Max messenger integrates with the Russian state service «Gosusluga», making it mandatory for state employees, schools and universities. According to the head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, Kirill Budanov, Ukrainian specialists are working to hack this service.
