Autonomous tractors and robotaxis — the Ministry of Digital Affairs presented a strategy for the development of unmanned technologies and AUVs in Ukraine until 2030
The government has approved the Digital Innovation Development Strategy of Ukraine (WINWIN) until 2030, which covers 14 key industries for the development of innovations. The Ministry of Digital Affairs explained what the sectoral strategy for unmanned technologies and AUVs (autonomous systems) provides for, and how it can compensate for the shortage of qualified personnel in civilian life.
The government has approved the Digital Innovation Development Strategy of Ukraine (WINWIN) until 2030, which covers 14 key industries for the development of innovations. The Ministry of Digital Affairs explained what the sectoral strategy for unmanned technologies and AUVs (autonomous systems) provides for, and how it can compensate for the shortage of qualified personnel in civilian life.
WINWIN identifies AUV as one of the priority industries, because Ukraine has the potential to become a key player in the global unmanned transport ecosystem, integrating autonomous solutions into strategically important sectors of the economy (logistics, agro-sector, defense, and infrastructure), the press release of the Ministry of Digital Affairs states.
The implementation of this sectoral strategy will create new opportunities for post-war reconstruction:
Autonomous tractors and drones for demining agricultural lands
Development of transport and logistics through the introduction of unmanned trucks and water vessels, which minimize risks for the crew, optimize routes and reduce costs.
Unmanned vehicles for fast and safe infrastructure restoration.
«Unmanned technologies play a key role in a full-scale war. But the capabilities of unmanned technologies are not limited to use on the battlefield. They can provide protection and patrolling, logistics and use in the agricultural sector. We believe that unmanned technologies will become the foundation for Ukraine’s innovative economy, creating new opportunities in agrotech, logistics and security. Therefore, in the WINWIN strategy, we define the development of this area as one of the strategic goals,» said Mykhailo Fedorov, Deputy Prime Minister for Innovation, Development of Education, Science and Technology — Minister of Digital Transformation.
It is noted that the implementation of the AUV strategy could potentially help Ukraine compensate for the shortage of qualified personnel in many sectors of the economy.
«Unmanned solutions take on routine and dangerous tasks, allowing human resources to focus on strategic and highly skilled areas. This is especially important in the context of personnel migration and increased demand for labor,» the Ministry of Digital Affairs believes.
AUVs can also be a driver for opening new markets:
5G connectivity: to ensure stable and fast connections between autonomous systems
Cybersecurity: to protect data and ensure the reliable operation of autonomous vehicles.
Smart cities: AUVs are integrated into urban infrastructure, increasing the efficiency of transport management and other urban processes.
IoT and robotics: supporting innovative solutions for process automation and optimization.
The document emphasizes that Ukraine’s IT ecosystem is its significant advantage. Ukrainian startups and companies in the fields of artificial intelligence, IoT, and robotics have shown the ability to create unique solutions that can scale to the global market.
«Perhaps driverless taxis will not appear on city streets in the near future. But we will definitely use the results of unmanned technologies for the safety and improvement of the most sensitive sectors of the economy,» said Vlad Nozdrachov, a member of the expert group at the Ministry of Digital Transformation of Ukraine on AUV.
The areas described in the strategy are:
Autonomous military vehicles: the introduction of unmanned military vehicles for demining, reconnaissance, combat missions, and other military operations.
Autonomous tractors for demining: development and implementation of unmanned tractors capable of withstanding mine explosions to detect and neutralize mines on agricultural land.
Autonomous mining vehicles: introduction of unmanned loading, mining and transport vehicles for mines equipped with GPS, controllers, sensors, drills.
Unmanned vehicles for ports and airports: introduction of unmanned cranes, container trucks, baggage tractors.
AUV R&D Center: creation of a global center for research and development of autonomous transportation technologies to concentrate highly qualified AUV talents in Ukraine.
AUV Testing Center: creation of a global testing center for autonomous vehicles and equipment in Ukraine.
Autonomous vessels: vessels without a crew for transporting cargo or people through navigable waters.
Autonomous trucks: The introduction of driverless commercial trucks, including cab and non-cab models.
Autonomous agricultural equipment: the introduction of autonomous agricultural machines (sprayers, combines, mowers, seeders, etc.) that increase productivity and efficiency in the agricultural sector.
Manufacturers and suppliers of cars and auto components: creating conditions for opening production facilities for automotive OEMs and auto component suppliers.
Autonomous robotaxi and public transportation .
Potential pilot projects
Development of unmanned trucks and marine vessels
The project will solve the problem of shortage of personnel for driving vehicles and significantly increase the efficiency of transport use. Thanks to automation, maintenance costs are reduced, routes are optimized, and cargo delivery times are shortened.
Development of unmanned defense technologies
In the defense sector, the development of unmanned technologies will help minimize human losses during military operations, provide an advantage in reconnaissance in high-risk areas, and open up the potential for exports of defense AUVs after the end of the war.
Development of unmanned agricultural technologies
The project can help increase yields through timely sowing and tillage. Reduce CO2 emissions and lower the carbon footprint through the rational use of fertilizers and pesticides. In addition, the automation of hazardous agricultural work will increase worker safety.
