Iryna Strykal lives in Kyiv, has an 8-month-old child and a management diploma. But in the state system «Oberig» she is listed as a soldier with the specialty «paramedic» — and is registered in the CCC of the Varasky district of the city of Rivne. A city she has never been to.
«Can you comment on the fact that I, the mother of an 8-month-old child, with a Kyiv residence permit and a degree in management, was registered with the CCC of the Varasky district, Rivne city, and given the rank of soldier with the specialty of paramedic?» she wrote on the official account of the Ministry of Defense.
The absurdity of the situation is also that the «Oberig» database contains her correct data — real education, real registration. But this did not prevent the system from assigning her a non-existent specialty and registering her in a city to which she has no connection.
When Iryna started to investigate and file applications, they were simply ignored. «Employees would laugh and ask, ‘Oh, how did this happen?’» she says.
After the first citizen found herself registered without proper grounds, the Command conducted an internal investigation, the Ministry of Defense told dev.ua. It turned out that false data had been entered into the «Oberig» in 2021. Further verification revealed a number of similar cases.
According to current legislation, only women with medical or pharmaceutical education are required to register for military service. The rest are required to do so only voluntarily.
It is technically impossible to correct the error through the CCC and the Joint Venture. The «Oberig» system does not have a function to delete records about persons who are not subject to military service — due to inconsistency of regulatory legal acts. The command has already addressed the General Staff and the Ministry of Defense with proposals to eliminate this gap.
