How U.S.-Supported Cybersecurity Innovations Are Strengthening Ukraine’s Cybersecurity Market and Supporting a Highly Profitable Industry
Ukraine is one of the most attacked countries in cyberspace. Since 2014, cyber threats have evolved from isolated incidents into complex, multi-layered operations against critical infrastructure, government registries, the financial sector, and private businesses. Following Russia’s full-scale invasion in 2022, these threats intensified further, with a rise in supply-chain attacks, large-scale DDoS campaigns against state institutions, social engineering targeting corporate employees, and persistent attempts to steal sensitive data.
Ukraine is one of the most attacked countries in cyberspace. Since 2014, cyber threats have evolved from isolated incidents into complex, multi-layered operations against critical infrastructure, government registries, the financial sector, and private businesses. Following Russia’s full-scale invasion in 2022, these threats intensified further, with a rise in supply-chain attacks, large-scale DDoS campaigns against state institutions, social engineering targeting corporate employees, and persistent attempts to steal sensitive data.
In this environment, traditional cybersecurity approaches are often insufficient. The speed, scale, and sophistication of attacks have driven demand for new, adaptive solutions that can operate under real-world pressure. To help address this challenge and support the growth of Ukraine’s cybersecurity sector, the U.S. Cybersecurity for Critical Infrastructure in Ukraine Activity, funded by the U.S. Government, launched the Innovative Cybersecurity Solutions grant program in 2023.
Over the past two years, the program has supported five Ukrainian cybersecurity solutions, with total grant funding exceeding $500,000. These solutions have contributed not only to improved cyber defense capabilities but also to the development of Ukraine’s domestic cybersecurity market, helping local companies refine products and compete internationally.
One of the distinguishing features of Ukrainian cybersecurity development is the ability to test solutions under live threat conditions. Serhii Kulyk, the Country Manager of the Ukrainian office of iIT Distribution, notes that, unlike vendors who rely primarily on laboratory testing or simulated scenarios, Ukrainian teams work with real attack data, adversary tactics, techniques, and procedures, and a constantly evolving threat landscape.
One example of this approach is the Breach and Attack Simulation module developed by Labyrinth Security Solutions and integrated into its Labyrinth Deception Platform, supported by a U.S.-funded grant program. This module simulates realistic cyberattack scenarios, enabling organizations to identify vulnerabilities before they can be exploited and to prioritize remediation efforts based on actual risk.
Participation in the grant program allowed Labyrinth Security Solutions to accelerate development and deploy a solution now used by dozens of Ukrainian and international organizations, including entities in public administration, finance, IT, and other critical sectors.
User feedback confirms the practical value of the solution. Oleg Matata, CISO of Galnaftogaz, highlights the platform’s ability to address the security needs of distributed office networks and data centers, as well as its integration with existing SIEM systems. «The data collected by the Labyrinth system significantly increased the information value of detected incidents and helped to speed up decision-making,» he says. Mykhailo Kropyva, AVP of Information Security at SoftServe, adds that the Labyrinth Deception Platform, selected as an additional protection tool, has significantly expanded the company’s incident response capabilities as an additional layer of protection.
Cybersecurity grant programs play an important role in strengthening national resilience while also generating practical models that can inform cybersecurity approaches in the United States and other allied markets. U.S. Government support for Ukrainian developers helps anchor a growing ecosystem of trusted solutions, strengthens Ukraine’s ability to withstand cyber threats, and supports the emergence of competitive technologies with export potential. In a high-threat environment, this combination of resilience and innovation is becoming one of Ukraine’s defining advantages in the global cybersecurity market.
