On November 15, the Cabinet of Ministers adopted a resolution, which defines a new procedure for assessing the state of health of citizens instead of corrupt MSEK.
«Instead of a completely paper-based process, an electronic system will be introduced. The referral and related documents, protocol, decisions and all actions will be recorded in the electronic system. This will minimize corruption abuses and will allow tracking all stages of the case», — the Ministry of Health said in a statement on this matter.
At the same time, an individual composition of an expert team will be formed for a particular case.
«The administrator at the institution will check the completeness of the received case in the electronic system and whether the system correctly determined the specialties of doctors and the form of examination according to the criteria. After that, the system will determine for the case a specialized team that has the nearest available time for the evaluation. The team administrator will not know to which team and for what time the case will be assigned, and the individual data of doctors and patients will be hidden from each other until the day of evaluation», — the ministry explains.
At the same time, government officials assure that after January 1, 2025, documents for people with indefinite disability status will remain valid, and for the rest of people with disabilities, whose re-examination falls on the time of the implementation of the new system, the period of this examination will be extended by 6 months.
For this period, all rights, documents, payments, benefits, social services and deferments are preserved.
At the same time, these changes will not be applied to children yet: the current system for assessing their health remains, where the status of disability is determined by the decision of the medical advisory commission of the health care institution.
As we reported earlier, the Ministry of Social Policy is working on a comprehensive reform, which involves the introduction of the new «ePotential» social insurance system and the replacement of the MSEK by multidisciplinary teams.
