This is the Ukraine Support Loan — a €90 billion European Union loan for Ukraine in 2026–2027. €60 billion of this amount is to be spent on defense needs, including the purchase of weapons and financing contracts with Ukrainian manufacturers.
The Ministry of Defense assures that the eBal program itself continues to operate, and funds are provided for it until the end of the year. Manufacturers are also promised to pay money for already delivered drones, electronic warfare equipment, ground vehicles, and other equipment. The Ministry of Defense expects that a decision on the resumption of payments to manufacturers may be made as early as next week.
The problem became public after the CEO of the Ukrainian Council of Gunsmiths, Ihor Fedirko, reported on delays in payment for equipment already delivered under eBalami. According to the head of NAUDI, Serhiy Goncharov, the total amount of debt to manufacturers could reach about UAH 1 billion.
