“Year after year, the Defense Procurement Agency makes the same mistakes.” Ukrainian Armored Vehicles Accuses the Defense Procurement Agency of Disrupting the Contract for Shells for the Army

This was stated in a statement by «Ukrainian Armored Vehicles» published on their official Facebook page.
«Such a delay can only be explained by undercover intrigues in the selection of the „right“ suppliers,» the defense enterprise stated, urging the Ministry of Defense to urgently resolve the issue of contracting long-range artillery.
Ukrainian Armored Vehicles recalled that the General Staff had prioritized the purchase of long-range 155 mm rounds, and since the beginning of the full-scale invasion, the company has fulfilled 100% of deliveries to the Ministry of Defense.
«Our company has a license agreement with a global manufacturer and our supplies are confirmed by shipment. At the same time, foreign suppliers of the „Defense Procurement Agency“ are delaying the supply of tens of thousands of 155 mm artillery rounds that are desperately needed by the front. As of now, the actual fulfillment of contracts for the supply of 155 mm ammunition is 30-50% in different calendar periods,» another argument was given in the statement.
They also added that in 2025, the level of fulfillment of contracts for the supply of 155 mm rounds was generally less than 50%.
«Our company is almost the only supplier of scarce long-range 155 mm rounds — we fulfill our contracts, while unscrupulous suppliers of the „Agency“ have not supplied ammunition for years and have not returned the advances received. Thus, in 2024, 30% of the total number of long-range 155 mm rounds was contracted with UB and all 100% was delivered, while 46% of long-range rounds contracted with other suppliers have not been delivered at all even as of today,» the accusations in «Ukrainian Armored Vehicles» continued to be voiced.
The enterprise concluded that the AOZ’s work in this area was systematically unsatisfactory.
«Year after year, the AOZ, consciously or unconsciously, makes the same mistakes: it contracts the „cheapest“ offers from companies that do not confirm their own supply and production capabilities. And this happens not only for 155 mm, but also for other artillery calibers. Today, there is again a threat of another freezing of billions of hryvnias due to similar decisions — and the front will again not receive valuable shells,» Ukrainian Armored Vehicles appeals to the military leadership.
The enterprise called on the Ministry of Defense to urgently resolve the issue of concluding contracts for long-range shots with verified suppliers.
Meanwhile, in response to these accusations, the AOZ stated that the procurement procedure is currently ongoing, and «no final decision has been made on determining the counterparty for concluding state contracts for the supply of 155-mm artillery rounds.»
The AOZ also qualified these statements as «risks of disclosure of information related to the procurement process» and «attempts to influence the procurement results by third parties.» In this regard, the agency stated that it would immediately initiate an internal investigation into the circumstances of undue influence on the procurement process.
