In addition, one of the innovations may be a change in terminology. Instead of the usual CCCs, it is proposed to create so-called "Conscription Offices" or "Recruitment Offices", something like the Office of the President, the Office of the Prosecutor General, etc.
Also among the proposals is the idea of transferring mobilization functions to the National Police, but the People's Deputy notes that it is "not very eager" to take on these powers.
According to the People's Deputy, such changes cannot be called a reform.
"It turns out that you take your problems and shift them onto someone else's head and call it reform," Kostenko said.
