«Today we see that Telegram is used for arms trafficking, drug trafficking, Russian information attacks, distribution of child porn, etc.,» he noted in an interview with RBC-Ukraine.
At the same time, according to him, a complete blocking of Telegram can only have a temporary effect, so the National Police believes that a more effective direction of work is to introduce mechanisms for deanonymizing users.
«In my opinion, any service should work within the legal framework of the country where it operates. If the service refuses to work within the legal framework of our state, then, of course, more radical measures should be taken to protect people’s rights and freedoms and appropriate decisions should be made regarding the responsibility of Telegram management for facilitating criminal activity,» says one of the heads of the National Police.
In addition to all of the above, Nebitov added that Telegram channels have become one of the main sources of drug sales, but it is very difficult to combat this.
«One channel is blocked — within a few minutes or hours, a 'mirror' appears, a backup channel, a new bot, a new name, new administrators,» he says.
He emphasized that today «there are problems with interaction with Telegram, where they do not respond to law enforcement requests,» but assured that the police have an «appropriate action plan» that «will be implemented.»
As dev.ua wrote, the founder of Telegram previously promised that new tools against bots would appear there: it would be possible to ban reactions and clean up cheating in polls.
