Ukrainian President Volodymyr Zelensky has signed a decree implementing the decision of the National Security and Defense Council (NSDC) to impose sanctions on ten Russian telecom companies. The restrictions include mobile operators, internet providers, and satellite operators that provide communications to the occupation forces and administrations.
According to the official decree of the head of state, the sanctioned companies provided confidential communication channels for the Russian military and provided access to the network in the temporarily occupied territories of Ukraine. The restrictions also apply to companies that broadcast Russian propaganda TV channels and provide satellite communication services to state structures of the aggressor country.
Among the key entities on the sanctions list are the operators Luhansk Communications and Mobile Communication Systems, which the invaders use to build their own network and spread propaganda in eastern Ukraine. In addition, the federal satellite communications operator Amtel-Zvyazok and the state-owned enterprise Kosmichny Zvyazok, which directly services the Russian Ministry of Defense’s secure communication channels for waging war, are now under sanctions.
«Any activity in the temporarily occupied territories of Ukraine is illegal. Companies that knowingly work for the TOT and serve the occupation authorities become toxic for international business and the financial system. That is why Ukraine is applying sanctions that should make their activities impossible not only in the temporarily occupied territories, but also anywhere outside of Russia,» said Vladyslav Vlasyuk, the Presidential Commissioner for Sanctions Policy.
The Ukrainian side plans to transfer detailed data on sanctioned telecom companies to international partners. The main goal is to synchronize restrictions in foreign jurisdictions and completely block the work of these companies on the global stage.
