The Cabinet of Ministers of Ukraine has approved changes to the procedure for reserving military conscripts and defining critical enterprises. They provide for the abolition of the 72-hour check and a reduction in the deadline for canceling the deferral.

The Cabinet of Ministers has changed the procedure for booking and determining the criticality of enterprises. What's new

The Cabinet of Ministers of Ukraine has approved changes to the procedure for reserving military conscripts and defining critical enterprises. They provide for the abolition of the 72-hour check and a reduction in the deadline for canceling the deferral.

This was stated in his Telegram. Permanent Representative of the Cabinet of Ministers of Ukraine to the Verkhovna Rada Taras Melnychuk, reports RBC-Ukraine.

Main changes:

  • taking into account mobilized employees — the total number of persons subject to reservation will include employees called up for service after May 18, 2024;
  • abolition of the 72-hour check — government agencies are no longer required to verify employee data during booking;
  • reduction of the deadline for canceling deferrals — the deadline for canceling deferrals for employees of enterprises, institutions and organizations has been reduced to 5 days;
  • updating the average salary criterion — to determine enterprises as critical, a monthly average salary calculation period will be used;
  • electronic interaction of registers — The Pension Fund and the Ministry of Digital Affairs are tasked with ensuring the integration of registers to automatically verify compliance with salary criteria for military conscripts.

We remind you that also, according to the decree of the President of Ukraine, after February 28, a company may receive the status of «criticality» if it meets at least three of the following requirements:

  • payment of taxes and fees from 1.5 million euros per year;
  • foreign currency receipts of 32 million euros per year;
  • strategic importance or fulfillment of mobilization tasks;
  • absence of debt to the budget;
  • at least 250 employees;
  • the average salary is not lower than the average in the region.

The government previously adopted a decision extending the deadline for rebooking employees and updating the criticality status of enterprises. The previous deadline expired on February 28, 2025.
