Mykhailo Fedorov reported this on his social networks, outlining 30 key points of the implemented reforms, covering the path from personnel changes to the introduction of artificial intelligence.
«Challenges and diseases that have not been treated for decades. A total lack of goals and responsibility within the system. A lot of people who need to sit down, on the one hand, and talents who simply need to be given the opportunity to work, on the other. It is impossible to build an effective system on lies. Our task is asymmetry and innovation,» Fedorov characterized the state of affairs in the ministry.
One of the most important strategic achievements of the quarter was the successful blocking of the use of Starlink terminals by the Russian occupiers. This technical solution made it possible to protect the Ukrainian sky from the «Shaheds», which the enemy tried to modernize by installing terminals on them for control via a satellite network in real time. This step radically changed the situation on the front, depriving the Russian Federation of communication channels for adjusting strike UAVs and high-precision weapons at operational depth.
In the technological block, Fedorov also highlighted:
Launch of the Defense AI Center «A1»: the beginning of systematic work on training and integration of artificial intelligence for defense needs. The center works on automating target recognition, analyzing satellite imagery, and optimizing the use of scarce ammunition using predictive algorithms.
Drone assault units: the department has allocated an additional ₴400 million to develop these units. A new concept of combat is currently being formed — a full synergy of drones, ground robotic platforms and assault groups. This allows for the systematic destruction of the enemy and the containment of his advance, minimizing risks to personnel.
Drone and NRC records: in one quarter of 2026, the volume of purchases of UAVs and ground robotic platforms exceeded the indicators for the entire previous year. Priority is given to fiber-optic systems that have absolute resistance to electronic warfare, as well as long-range reconnaissance and mid-strike systems.
Digitalization and Mission Control: the implementation of an operations control system for all UAV crews allows the command to see each air mission in real time. The «ePoints» system has been updated: now combat payments for destroyed equipment are automatically credited to snipers, mobile air defense fire groups, and army aviation crews.
According to Mikhail Fedorov, the Ministry of Defense has completely revised the architecture of forming defense needs. Now, weapons purchases are based on objective data, analysis of brigade combat effectiveness, and automated accounting, rather than on subjective «manual» requests.
In the field of air defense, a «small» air defense command was created. Its goal is to scale up systems for intercepting small air targets and develop echeloned defense of energy facilities.
«March was a record month for losses for the enemy: from personnel to air defense equipment. 36,000 Russian servicemen were destroyed. We have implemented a system for analyzing the causes of the losses of each of our servicemen in real time in order to quickly change tactics and save the lives of the defenders,» the minister emphasized.
As of April 1, the Ministry of Defense has transitioned to a new organizational structure designed to eliminate corruption risks at the very core of the system, Fedorov said. This is accompanied by deep digitalization: from automating deferrals in the Reserve+ application to a full transition to digital processes in the SAP system, which ensures transparent asset accounting.
Particular attention is paid to infrastructure projects:
Secure logistics: the department has quadrupled the construction of special tunnels with anti-drone nets for the safe delivery of ammunition to frontline regions.
Transport tender: for the first time, large-scale centralized procurement of pickup trucks for the army has been launched through the Defense Procurement Agency (DPA), which allows saving money through large batches.
Defense Industry Audit: The first phase of the audit of state-owned defense sector enterprises is underway. The goal is to stop corruption schemes and rethink the operations of factories that have been operating inefficiently for decades.
Recall that in February, Defense Minister Mykhailo Fedorov presented an action plan in which Ukraine relies not only on diplomacy, but also on technologically strengthening defense: from scaling up interceptors and multi-layered air defense to military control based on more data.
