For the first three quarters of 2025, resident companies of "Diya.City" transferred over UAH 22 billion in taxes

The Ministry of Digital Transformation reported that in 2025, residents of «Diya.City» have already transferred 22% more than in all of 2024. How much money was paid for all the time and how many IT workers are currently working in a special tax space.

«"Diya.City» is a unique tax and legal space created in cooperation between the Government, Parliament and business for the development of technology companies. We launched it in February 2022, and today we see concrete results in numbers, products and people who are building a new digital economy,» said First Deputy Prime Minister, Minister of Digital Transformation Mykhailo Fedorov.

Currently, about 2,900 Ukrainian and international IT companies are located in «Diya.City». Among them are GlobalLogic, SoftServe, EPAM Systems, Grammarly, DataRobot, Lyft, Quantum Systems, Fintech-IT Group, MacPaw, Ajax Systems, Genesis, as well as Samsung, Nokia, Visa and Rakuten Viber. According to Fedorov, the space includes more than 80% of the Ukrainian tech sector.

The Ministry of Digital Affairs noted that currently almost 130,000 IT specialists work in resident companies. The total number of IT professionals in Ukraine in January of this year was estimated at approximately 330,000 specialists.

Earlier, the head of the Verkhovna Rada Finance Committee, Danylo Getmantsev, stated that as of October 1, there were 2,721 companies in the «Diya.City» register, of which 1,046 had switched to paying tax on withdrawn capital (PnVK).

In his opinion, the «Diya.City» regime remains an effective tool for the development of the IT sector, but the dynamics of companies' transition to PnVK indicates the need for further improvement of tax incentives.

Prior to this, the IT Ukraine Association and a number of IT clusters published a joint position regarding the words of Danylo Getmantsev, the chairman of the Verkhovna Rada Finance Committee, who criticized the results of the work of «Diya.City» and stated that IT companies continue to use «schemes with individual entrepreneurs.»
