Co-founder of the Ukrainian data center De Novo Maksym Ageev questioned claims of large-scale support for Ukraine from international technology companies.

In his Facebook post , he responded to the dev.ua article and criticized the estimates given by DevRain CEO and Microsoft Regional Director Oleksandr Krakovetsky. Recall that Krakovetsky spoke about over $500 million in aid to support Ukrainian IT infrastructure through the Microsoft Relief program and suggested that the total contribution of Microsoft, Google, and AWS could exceed $1 billion.

Ageev categorically denies such amounts, stating that this "aid" exists more in the reports of American companies than in real life:

"I am ready to prove in any format that there can be no talk of any 500, 600, 100,500 green million in aid from Microsoft, AWS, Google and others. 2-3 Ukraines will fit into the declared volumes of cloud resources, and there will also be room for a couple of Moldovans," said Maksym Ageev.

dev.ua asked De Novo what they think the real numbers of such support could be.

"Our estimate of the IaaS/PaaS market volume in 2024 is from $110 to $120 million with the total share of three hyperscalers (AWS, MS Azure, Google) no more than $90 million. That is, during the three years of the war, all consumers in Ukraine paid no more than $300 million for IaaS/PaaS cloud services to all operators. I emphasize: they paid, not received for free," De Novo reported in response to a request from dev.ua.

According to De Novo, the largest consumer of cloud services in the country is Privatbank, which pays AWS an average of $12 million annually. No other company even comes close to such spending. Businesses of a completely different scale follow: for example, MHP, Uklon, Metinvest and other companies spend from $500,000 to $1 million per year on cloud infrastructure.

"The declared amount of "free assistance" from hyperscalers in the amount of 500-600 million is twice the entire volume of the cloud services market for 2022-2024. Who in Ukraine is able to consume such volumes, even if the price is twice as high? We can mention the MS Office 365 application, but all data on sales volumes have always been at the level of 35 million dollars per year," De Novo concluded.
