577 pirate and pro-Russian websites blocked in Ukraine
In addition to the notorious HD Rezka, the National Council of Ukraine on Television and Radio Broadcasting has added 9 more media services to the list of banned services in Ukraine.

In March 2025, at the initiative of "Clear Sky", the National Council of Ukraine on Television and Radio Broadcasting added 217 domains to the List of Media Services of the Aggressor State, whose actions fall under the classification of illegal distribution of films and TV series, as well as promotion of narratives of the occupying country, the press service of "1+1 Media" reported .

According to the latest update , the list of banned resources has been expanded by 24 more sites: KINOBAR (15 sites), "Online TV" (2 sites), "Watch TV", TIVIX, "Pokazz", Telik.live, Movix, viks.tv, "Debilizator.TV". In total, the list includes 577 websites, including dozens of pro-Russian streaming platforms (including Ivi, Okko, Kion, Viju, Premier, Start, more.tv, LimeHD) and hundreds of pirate sites, including all the popular HD mirrors Rezka, Kinogo, Kinokrad, "GidOnline", Filmix, Baskino, etc.

"We have long been not just reacting - we are attacking. We know how pirates work, where their hideouts are, who covers them, and who they influence. Anyone who steals content or distributes a dangerous product will get what they deserve. We are going to the end - so that not a single pirate remains. Either you are with us for a clean information environment - or you will not be there. It's simple," said Vyacheslav Mienko, head of the Clean Sky Initiative.

SimilarWeb analytics show that the ban is working, blocked resources are rapidly losing traffic. For example, the rezka.ag website, which was ninth among the 50 most popular websites in Ukraine in September 2023, was already in 41st place in February 2025. The highest-rated HD Rezka mirror, rezka-ua.tv, also fell from 10th place to 517th place in the SimilarWeb ranking.

The National Regulator for Electronic Communications, Radio Frequency Spectrum and Postal Services (NKEC) checks providers for compliance with the Law "On Media", which regulates the banning of sites. In case of non-compliance with the provisions of the law, the provider may be subject to sanctions in the form of a fine. In the first two months of 2025, NKEC has already conducted 12 unscheduled inspections of providers at the request of the National Council.

The “Clear Sky” initiative was created in the summer of 2013 with the aim of developing legal audiovisual products in the Ukrainian segment of the Internet and combating resources that distribute content that violates intellectual property rights. The initiative was founded by four major media groups: “1+1 Media”, StarLightMedia, “Media Group Ukraine” and “Inter Media Group”.
