According to a Rakuten Viber survey, 66% of respondents said «yes» when asked about encountering cyber and phone scammers. Another 27% said they had not personally encountered them, but had heard about incidents from others, and 7% said they had not encountered or even heard of such cases. The company also compared the responses with the previous year: the share of those reporting personal experience increased (62% in 2025 versus 66% in 2026, according to the current survey).
The second question concerned whether Ukrainians have become better informed about cybersecurity. 52% of respondents said that they are purposefully trying to understand the topic and are doing everything possible to do so (in January 2025, 39% answered this way). The share of those who are not interested in cybersecurity at all decreased from 28% to 17%. Another 13% responded that they had not done anything specifically in the past year, 9% said that they were already well-versed in cybersecurity, and another 9% assessed their progress as very significant.
A separate section of the survey was devoted to online shopping. Most often, people are concerned not with fraud, but with the quality of the purchase: 57% are worried that the product will not meet expectations. 19% do not buy anything online at all. Another 7% answered that they are not worried about anything, because they regularly order online. The risks associated with criminals were mentioned less often: 5% are afraid of a fake store, 4% are afraid of fraudsters accessing a bank card, and 3% are worried about access to accounts or other personal data. Also, 5% are worried that the package will not arrive or will arrive late.
The survey was conducted on the official Rakuten Viber Ukraine channel and was anonymous (n>35,000). The key age group of respondents was 34–45 years old, with more than half of those surveyed under 45. Viber notes that among the typical schemes in 2025, fake online stores and sellers on marketplaces remained.
Previously, dev.ua wrote about how at the end of 2025, Rakuten Viber surveyed over 36,000 people on its official channel and found out: 22% began to follow the news less, 11% stopped doing so altogether, while 44% listened to Ukrainian music more often, and 26% watched Ukrainian-language YouTube more.
