«During the verification of documents and open data sets, we discovered that Denis Shtilerman actually has Russian citizenship: he had at least two Russian internal passports — issued in 2006 and 2011 (now they are listed as invalid in the validity check database). He received his first Russian passport as a replacement for his USSR passport. And the second one — after the previous one expired,» the publication notes in its investigation.
At the same time, the publication was unable to find information and confirmations regarding the available Ukrainian documents (passport, temporary or permanent residence permit). «But at least until 1997 he was a citizen of Ukraine, this is confirmed by data from the Ukrainian register of legal entities, where Denys D. still used his other surname,» the material notes.
Journalists discovered that one of the phone numbers associated with Shtilerman was signed under a different surname — it was listed as Denis D.
After comparing data from many sources, journalists assumed: Denis Shtilerman and Denis D. are one and the same person.
«Only one person with this surname, first name, patronymic, and date of birth appears in Russian data sources. In open court materials, Denis D. appears as a resident of Moscow; at various times, registration records indicated addresses in the capital, as well as household markers such as the use of a Lexus RX premium car in the Moscow region in the 2000s,» the publication writes, noting that this person updated his data in Russian digital registers until 2023.
It is also noted that Stillerman had shares in three companies engaged in wholesale trade, non-residential real estate transactions and agricultural production. «Of these three, two are liquidated, only one is active. Officially, significant incomes are not reflected in these companies,» the investigation says.
In addition, address and transport references to Denis D. from the Russian closed databases «Magistral» and «Sirena» show frequent movement between Moscow and Kyiv before the start of the full-scale invasion.
AIN asked the Security Service of Ukraine whether it had recorded risks regarding Denys Shtilerman and whether any checks had been conducted regarding him, and the SBU replied that «the specified person does not have access to state secrets.»
«A source in law enforcement agencies confirmed the presence of Russian citizenship, but there is currently no valid passport; we have not found any confirmation of Ukrainian documents. Given that this is an engineer associated with a defense company, the very fact of Russian citizenship poses an increased risk and requires assessment,» the publication summarized.
The author of the material also emphasizes that an invalid passport does not equal the absence of citizenship, because a person remains a citizen of Russia even without a valid document until he officially ceases to hold citizenship.
