The Antimonopoly Committee of Ukraine imposed a fine of UAH 380,000 on the GIOC KP, the developer of the Kyiv Digital application.
According to the press service of the AMCU, the fine was imposed for abuse of a monopoly position.
«The Committee established that in the period from March 12, 2024 to April 2025, the KP „GIOC“ unreasonably imposed on payment service providers who applied with proposals for cooperation a mandatory requirement to have a certificate of conformity and an expert opinion on their information protection system,» the AMCU said in a statement.
At the same time, according to the position of the antimonopoly authority, this requirement is not provided for by law.
One of the reasons for imposing the fine was also that in the «Kyiv Digital» mobile application, payments were provided by only one entity — LLC «Universal Payment Solutions» (this is the legal name of the iPay.ua payment system).
The AMCU added that, based on the technical capabilities of the application, there may be several such payment systems, which «will provide users with a choice.»
As dev.ua reported, lifecell lost the appeals court case against the Antimonopoly Committee of Ukraine for advertising the «leader of the new generation of the Internet» with better 4.5G coverage. The company was fined UAH 10.5 million.
