As noted in the YouControl study, one of the reasons for such anomalous dynamics lies in the technical plane and is explained by the consequences of a large-scale cyberattack that stopped the operation of registers, in particular the Unified State Register.
«When the registry was restored on January 9, 2025, it provoked a sharp surge in activity — thousands of entrepreneurs who planned to terminate their „inactive“ individual entrepreneurs earlier were able to do so only after the registry was restored. Thus, the statistics for the first quarter reflected not a one-time collapse, but the demand accumulated during the downtime,» the analysts explained.
Proof of this version of events, as YouControl believes, is that data for the second quarter of 2025 again records a sharp decrease in the number of terminations to 8,800, which is only 5,4% more than the figure for the same period in 2024 (8,300).
At the same time, in the first half of 2025, 18,500 new entrepreneurs in the IT sector were registered, which is only 4,8% less than in the same period in 2024, when 19,300 individual entrepreneurs were opened.
«Such a slight reduction, given the situation at the beginning of the year, indicates that the flow of new specialists choosing an entrepreneurial path in IT has not dried up,» the study notes.
An interesting fact cited in the study is that a number of regions have demonstrated unusually high growth rates in the number of new IT-based entrepreneurs, which suggests the formation of new centers of entrepreneurial activity in the industry.
«The absolute leader in relative growth in the first 6 months of 2025 was the Transcarpathian region, where the number of new registrations increased by 28,7% compared to the first half of 2024. Dynamics was also shown by Poltava (+17.5%), Rivne (+14.1%), Mykolaiv (+11.1%) and Ternopil (+9.6%) regions,» the study states.
One of the main reasons for this process is called security and relocation factors, as significant growth in the western regions (Zakarpattia, Rivne, Ivano-Frankivsk) is a direct result of the movement of specialists and businesses to safer western regions of the country.
As for gender balance, in Q2 2025, the share of women among new IT entrepreneurs was 51,6%, and this figure has practically not changed compared to Q2 2024, when it was 52,2%.
At the same time, more significant changes have occurred in the structure of terminated individual entrepreneurs — if in the second quarter of 2024, women accounted for 29,6% of all terminated IT-IEPs, then in the second quarter of 2025 this share jumped to 39%. Accordingly, the share of men among those who closed a small business decreased from 70,4% to 61%.
«Although in absolute numbers, men still terminate more sole proprietorships, the growth rate of terminations among women is significantly higher,» YouControl noted.
As dev.ua reported, as of mid-July 2025, more than 8,800 companies (only legal entities, not individual entrepreneurs) are in the «White Business Club», which should include only those businesses that meet the standards of transparent business conduct in Ukraine. The IT sector is among the top ten in terms of the number of companies.
