The Parliamentary Committee on National Security, Defense, and Intelligence proposes to supplement the new rules for reserving conscripts with a reservation mechanism by profession. The idea is to take into account not only the economic status of the enterprise, but also the importance of specific specialists for the economy and the defense industry.

Why the idea arose

According to the updated rules recently approved by the Cabinet of Ministers, some real sector enterprises — important participants in the defense industry production chains, but without direct government contracts — may not meet the increased requirements for the average salary level, which are now taken into account when determining the right to reservation.

The Council draws attention to the fact that an entire ecosystem has developed in Ukraine, where large defense manufacturers cooperate with hundreds of smaller suppliers of parts, components, and specialized services. Due to the lack of critical status, such enterprises often cannot provide armor for their employees. As an example, they cite the production of ground robotic complexes, where a significant part of the components is manufactured by small companies — they may not meet the criteria for criticality, but they ensure the operation of the entire production chain.

Among the solutions, writes the Judicial and Legal Newspaper, are the unification of such manufacturers to obtain the status of critical enterprises or the government changing the current rules to provide them with reservation quotas.

What has the Cabinet of Ministers already changed?

Resolution No. 692 introduced a mandatory salary level for reserved workers — not lower than three times the minimum wage (currently UAH 25,941), and for enterprises in areas of possible or active hostilities — 2.5 times the minimum. The norm comes into force on September 1, 2026. Exceptions are state and municipal enterprises, residents of Diya City, religious organizations, energy producers damaged by Russia, operators of gas distribution systems and enterprises of the fuel and energy complex with a full state share.

The government has also launched a large-scale review of the statuses of critical enterprises: all decisions made before May 30, 2026, remain valid, but no longer than September 1. If the status was granted based on a criterion that will be eliminated after the review, the decisions will be canceled.

From September 1, the rules for accounting for employees are also changing: those who have a deferment for other reasons, or work part-time, will be taken into account in the number of employees at only one place of work — to avoid double counting when calculating quotas. Control over reservation limits, which mostly do not exceed 50% of the company’s military-liable employees, is also being tightened: if the quota is exceeded, the status of a critically important enterprise may be canceled, and the manager is obliged to submit an application for cancellation of the reservation of surplus employees through «Diya» within 10 working days.

By August 1, 2026, the Ministry of Defense, the Ministry of Digital Economy, and the Pension Fund must integrate information systems for automatic control of salaries, the number of employees, and compliance with quotas.

The parliament separately notes the development of automated mechanisms: thanks to the integration of state registers, some categories of citizens — caregivers, students, parents with many children — no longer have to regularly confirm their status in the CCC.
