Previously, there was discussion of the possibility of reducing reservation quotas for enterprises in the defense-industrial complex and the energy sector from 100% to 85% of employees. For enterprises in the housing and communal services, it was proposed to lower the limit from 75% to 60%.
These proposals still need to be finalized. So for now, we are talking about possible changes, not about a finally approved reduction in quotas.
The Cabinet also approved the creation of a Coordination Center for Reservations. Its formation should be finalized within one day.
The center plans to involve representatives of law enforcement agencies — in particular, the SBU, the State Security Service, the Foreign Intelligence Service, and the National Police — as well as representatives of the humanitarian bloc.
On October 12, it became known that the government was considering revising the reservation rules. The proposals included not only reducing quotas for certain industries, but also changing the approaches to calculating the number of reserved workers and confirming the status of a critical enterprise.
On October 13, the European Business Association called on the government to discuss possible changes with businesses before making a final decision. The association warned that the loss of key employees could disrupt production processes, complicate contract implementation and reduce tax revenues. Among the risk factors, businesses cite security threats, power and water supply disruptions and staff shortages.
