The Cabinet plans to adopt new rules for reserving employees by the end of the week: what is known
The Cabinet of Ministers of Ukraine is preparing to adopt a new resolution on updating the reservation system for military conscripts by the end of this week.
The Cabinet of Ministers of Ukraine is preparing to adopt a new resolution on updating the reservation system for military conscripts by the end of this week.
The current status of the document’s preparation was reported by People’s Deputy, Deputy Chairman of the Verkhovna Rada Committee on Economic Development Dmytro Kysylevskyi, following the briefing of the committee by the Minister of Economy and Environment Oleksandr Kravchenko.
"Currently, the status is as follows: The Cabinet of Ministers plans to adopt a resolution on updating the reservation system by the end of the week," the People’s Deputy noted.
According to Kysylevsky, during the development of the document, important adjustments were made to it. In particular, the provision on not taking into account workers with an existing deferral from mobilization when calculating the overall reservation quota of an enterprise has been excluded from the draft. At the same time, discussions on a possible revision of quotas for individual sectors of the economy are currently ongoing and have not yet been finalized.
At the same time, the Ministry of Economy and Environment of Ukraine does not expect significant adjustments to the criteria by which it independently reserves employees.
An important innovation of the resolution will be the establishment of a special Coordination Center for organizing the reservation of military conscripts. The new structure will operate as an advisory body to the Cabinet of Ministers of Ukraine.
The main task of the Coordination Center will be to verify the validity of the criteria currently used by central executive authorities (CEAs) and local administrations when granting enterprises the status of critical.
At the same time, the center will only have advisory powers: it will be able to propose reviewing the criteria or status of individual enterprises, but the final decisions will remain with the relevant central executive bodies and local state administrations.
In addition, People’s Deputy Yaroslav Zheleznyak shared insider information regarding the parameters of the new Cabinet resolution.
In particular, according to him, the government plans to establish the following maximum quotas for strategic industries:
Fuel and energy complex (FEC) — up to 95% of employees;
Defense-industrial complex (DIC) — up to 95% of employees.
At the same time, the People’s Deputy noted that enterprises will have the opportunity to raise this threshold: if companies need to reserve 100% of their personnel, the relevant decision must be approved by the Coordination Center under the Cabinet of Ministers.
"Two drones a year, but hundreds reserved." Koretsky explained the reasons for the possible cancellation of 100% reservation of critical enterprises. The review of the rules is planned to be completed this week
