UPD. Reservations for defense enterprise employees were under threat due to the Statistics Service. The state agency provided clarifications
Yesterday, the National Association of the Defense Industry of Ukraine (NAUDI) published an appeal to the Prime Minister of Ukraine Yulia Svyrydenko, in which it reported that defense manufacturers are deprived of the opportunity to update the criticality status, which directly blocks the process of booking employees, since the State Statistics Service has not introduced a new form for state statistical reporting.
Today, the Statistics Service informed that the form has been approved and is available for completion and submission.

Why did NAUDI appeal to the Prime Minister of Ukraine?
In its appeal, NAUDI requests that the State Statistics Service be urgently instructed to approve and publish a new form of state statistical reporting No. 1P-NPP (annual) for enterprises of the defense-industrial complex. This is a critically important element of state regulation, on which the ability of defense manufacturers to confirm their status and ensure the reservation of key employees directly depends.
The problem is that the previous form is no longer accepted, and the new one has not yet been approved and put into effect by the State Statistics Service.
"This form is necessary to confirm the volume of production of military goods at a level of at least 50% of the total production volume, which is a basic condition for obtaining or extending the status of a critically important enterprise. In a number of cases, financial reporting does not allow these indicators to be correctly reflected, in particular when it comes to import contracts, therefore confirmation is possible only through a statistical report on the 1P-NPP form. Without this, enterprises are actually deprived of the opportunity to update the criticality status, which directly blocks the process of booking employees," the NAUDI message says.
In addition, the situation is exacerbated by the deadlines set by the state: after submitting documents to the Ministry of Defense, their consideration takes at least 10 working days, and the deadline for updating the status for applying the accelerated reservation procedure is set for February 1, 2026.
"The lack of an approved form already today creates risks for the personnel stability of defense industry enterprises and the fulfillment of defense contracts," NAUDI emphasized.

Clarification from the State Statistics Service
"The State Statistics Service informs that the form of state statistical observation No. 1P-NPP (annual) "Report on the production and sale of industrial products" has been approved and is available for filling out and submission by all respondents, including enterprises of the defense-industrial complex," the Statistics Service explained to dev.ua.
The state agency reported that the form has been implemented in the "Respondent's Office" since January 6, 2026. Reporting is accepted 24/7 in electronic form. All necessary information regarding the form has been transferred to the developers of the electronic reporting software.
"The State Statistics Service has provided the planned conditions for submitting form No. 1P-NPP, works in coordination with software developers and remains in touch with respondents to ensure a convenient and stable reporting process," the state agency noted.
They also added that additional clarifications and support can be obtained using the feedback functionality of the "Respondent's Office" or through consulting support from state statistics bodies.
The deadline for submitting Form No. 1P-NPP (annual) for 2025 is February 28, 2026.
