Ukrainian enterprises engaged in the construction of Internet networks using energy-efficient xPON technology can now book their employees.

On July 10, 2025, the Cabinet of Ministers approved the procedure for forming a list of such companies and allows mobile operators and Internet providers to book all construction crews who are laying outage-resistant Internet networks using modern xPON technology.

In order for a company to be eligible to reserve its employees, it must be included by the Ministry of Digital Economy and Finance in the list of critical enterprises engaged in the construction of xPON networks. In addition, the company must have plans to build xPON networks for at least a calendar year.

In the case of involving contracting organizations, information about the planned construction is provided for each of them separately, indicating the scope of work, number of employees, and monthly calculation of standard hours.

Enterprises included in the list are required to submit to the Ministry of Digital Affairs information on the results of the planned construction and updated data on actual network coverage every quarter, by the 5th of the month following the reporting quarter.

These changes are designed to ensure the continuity of work on the development and support of Ukraine's vital internet infrastructure, which is critically important in wartime.

Currently, xPON infrastructure is actively developing in Ukraine. In particular, telecom operator Vega, part of the Vodafone Ukraine group, announced that 115 base stations of the mobile operator have been transferred to the xPON fiber-optic network.

In an interview with dev.ua, Vega CEO Serhiy Skrypnikov said that the company has over 1.5 million households connected to GPON. We plan that by the end of the year this figure will exceed 2 million. All new connections are exclusively on PON.
