Chernogorenko: "I believed that "Army+" could be implemented voluntarily, but there is sabotage from certain commanders to provide "Army ID"

The Deputy Minister of Defense spoke about certain problems in the digitalization of the army.

Deputy Minister of Defense for Digitalization Kateryna Chernogorenko, during a pitch to businesses for the "Pluses" project in the "Army+" application for the military, spoke about certain difficulties with the implementation of digitalization in the military.

"I believed that "Army+" could be implemented voluntarily, not through an order or directive. There is sabotage by certain commanders to provide "Army ID," the official noted.

To resolve this issue, the Ministry of Defense created an order and asked all battalion and brigade commanders to compulsorily register and provide an "Army ID" in order to continue providing them in the interests of the military.

"Unfortunately, this is done forcibly. There are commanders who "push" me in terms of their own work with personnel. And there are those who sabotage. We didn't have time to make them fall in love with this idea," added Kateryna Chernogorenko.

Recall that in mid-November 2024, on the first day of operation of the new function in the "Army+" application, which allows for transfers between units, servicemen submitted 610 reports on changing their place of service. During the first 10 days of operation of the service, servicemen submitted 4,500 reports on changing their place of service to "Army+".

Transfers work by submitting a report to the Personnel Center of the Main Personnel Directorate of the General Staff. That is, it does not need to be approved by the commander. However, if necessary, the Personnel Center will directly request the commander's approval without the participation of the serviceman. This applies to the following cases:

— Transfer of suitable fighters between combat or rear units;

— Transfer from a rear unit to a combat unit for officers or those holding an officer position.

To change the place of service, you must submit a report, attach a military ID or officer's ID card, and a letter of recommendation from another unit. The time for assessing compliance with the requirements for the simplified algorithm and making a decision on the transfer is 72 hours.
